An overview of the pilot phase including the National and Regional Context.
Continuing to improve the outcome for learners in Wales remains a key priority for the Welsh Assembly Government. ‘The Learning Country: Vision into Action’ makes clear that we want to build on existing knowledge about what makes effective learning settings so as to develop and improve further our education system. ‘One Wales’, the progressive agenda for the Government of Wales, commits the Assembly Government to giving the children and young people of Wales a first class education and to working with education providers, practitioners and parents to create the best possible schools for the future.
This requires innovative thinking and practice at all levels, national, local authority and school. The School Effectiveness Framework is the vehicle for taking forward these commitments, by aligning policies and their implementation to secure better outcomes.
The Assembly Government invited the South West and Mid Wales Consortium to develop an alternative approach for the pilot of the School Effectiveness Framework for schools.
This was in recognition that for the Framework to be effective it must be owned locally by individual schools and their local authorities; and must build on existing work in schools and local authorities and on current Assembly Government initiatives.
The South West and Mid Wales Consortium welcomed the opportunity to develop an approach that would build upon established consortium working and be effective within the local context.

Abstract
This article describes the process adopted through collaborative consortium working to pilot the implementation of the School Effectiveness Framework in Wales. The article explores how the continued development of collaborative working across a region of six independent local education authorities impacts on change through development, delivery and monitoring; and subsequently adds value to the work of each institution and local authority, ensuring that the systems developed make effective use of the resources available and maximise impact on standards at pupil, institutional, regional and national levels.
